Part One: International Service Providers: New FCC Rules and Ongoing Enforcement

This special panel will discuss emerging regulatory obligations and expanding enforcement activity aimed at shutting down foreign-originated robocalls targeting U.S. consumers. 

The focus is increasingly shifting to “international gateways,” i.e., U.S. service providers that accept illegal traffic from foreign carriers.

Verizon shares its journey toward STIR/SHAKEN Order Compliance in implementation within its network platforms and interconnection with industry partners. 

Challenges such as vendor software dependencies, fragmentation, architectural decisions along with lessons learned are a few of what many in the industry are facing. 

Enterprise signing present unique challenges that the industry still has work to do. 

And analytics of STIR/SHAKEN data can build insights that can be tied to other robocall mitigation efforts.

Lulia Barakat is Senior Manager, Network Infrastructure Planning, at Verizon.

Lulia has the privilege of working with leading engineers to develop architectural design, testing, and implementation of various robocall mitigation strategies such as STIR/SHAKEN, network and customer blocking solutions, as well as tools and analytics.  

As a founding member of the USTelecom Robocall Working group established in 2015, Lulia and her industry peers  collaborate on traceback to find the sources of illegal traffic. 

She is proud to be on the forefront of innovative technology to improve the lives of our customers.  The passion and energy to address fraudulent robocalls also spills over to other fights against cancer, domestic violence and educational inequity.
