RTP is not a problem. You can figure out reasonable policing parameters
from the rtpmap. Unless I am recalling incorrectly, there wasn't a
RTP/AVP qualifier to the "MUST pass unknown media"

Even with RTP, I imagine that most SPs will just disable codecs they
don't want to explicitly allow anyway. But at least they have the option
of allowing it in in a controlled manner.
