I can agree that RTCP XR may be a bit overkill it may be needed if call
quality measurement is required. I am still wondering how the SP can get the
call statistics without draft-ietf-sipping-rtcp-summary or a similar
solution (SNMP?). Even if RTCP is not carried at all and each Media endpoint
gathers the call statistics there still need to be a way to send it to the
SP if it needs it (for quality monitoring if it has some SLA). My reading of
the document is that the media goes end to end, not even through the SIP PBX
so there is no central entity that see all media traffic.

BTW: Is the media going in the clear, I did not see any required support for
media encryption (SRTP).

The idea of generating RTCP XR leaves me going, Why?  The SP can get  
the stats without this. I'm not getting the value in this and I think  
it will seriously hamper many people being compliant with this. Face  
it, some vendors do not support RTCP much less report stats on it.  
People have been trying to change that for 10 year and customers don't  
seem to want RTCP.
