While this is a good argument for why the service provider MUST support REGISTER,
it isn't a good argument for why every PBX must support it.
REGISTER isn't a reasonable solution for a PBX in a substantial enterprise.
And yes, that does imply provisioning an IP address or URL for the enterprise customer.
