This states:
"The Service Provider network MUST be publicly reachable using the
procedures defined in section 18.1.2.1 unless the Service Provider is
taking responsibility for upstream NAT traversal or the two are using a
private VPN-style address space."

What is the meaning of "the two"? Should we change "the two" to "the
SIP-PBX and the SP-SSE"?
