[SIPForum-techwg] Comment on new text in 17.2.1

In v06, there is new text in 17.2.1:
"Proxies SHOULD transport requests using a SIP URI over TLS when it is
possible to set up a TLS connection or re-use an existing connection."

The only signalling entities we can make normative statements on in this
document are the SIP-PBX and the SP-SSE. Which is intended?

What is the relevance of this statement to 17.2.1, which is specifically
concerned with transport=tls?

Doesn't the first bullet of 17.2 already cover this point adequately?

I propose deletion of this new text.
