[SIPForum-techwg] Comment on section 12.1 (blind transfer)

I find 12.1 confusing. 12.1.1 contains one statement on SIP-PBX
receiving a REFER request (1st paragraph) and the remaining paragraphs
talk about a SIP-PBX sending a REFER request. Then 12.2.2 talks only
about receiving a REFER request, not about sending a REFER request.

I would imagine that all the statements in 12.1.2 about an SP-SSE
receiving a REFER request are equally applicable (with slight wording
change) to 12.1.1 for a SIP-PBX receiving a REFER request, rather than
the very simple statement in 12.1.1 at present.

Similarly, I would imagine that all the statements in 12.1.1 about a
SIP-PBX sending a REFER request are equally applicable (with slight
wording change) to 12.1.2 for an SP-SSE sending a REFER request.

If we extend 12.1.1 and 12.1.2 in this way, by adding complementary
requirements for the opposite direction, they should be sub-structured,
e.g.:
12.1.1.1 Receiving a REFER request
12.1.1.2 Sending a REFER request.

Similarly for attended transfer in 12.2.
