[SIPForum-techwg] SIP-PBX/SP-SSE support for Registration mode

I certainly saw that thought go past, but need to level-set with the 
group...

There was also a thought from the face-to-face meeting (forever ago) that 
the SIP-PBX needed to support both modes in order to allow enterprises to 
switch service providers without requiring equipment upgrades, for example.
