[SIPForum-techwg] IP PBX section 15

Why is dead silence not an option? The 180 says the other end is
alerting and so it is appropriate to play ringback. All 183 says is that
the other end is thinking about it - there is no guarantee what it will
do. If it happens to be accompanied by inband audio then it is fine to
play that. Otherwise you have no clue and ought not to be playing ringback.
(I guess you might play out the sound of relays clicking - indicating
"progress". Or of you have a GUI you could display a spinner.)
