[SIPForum-techwg] Section 13 of IP PBX spec

Section 13 of the IP PBX draft recommends using CS5 for RTP 
media and CS4 for signalling messages.

Those values are not the values that should be recommended by SIP Forum.

RTP media should be using Expedited Forwarding (EF), as per
RFC 3246.

Signaling should be CS5.

Finally, and more importantly, these are recommended values.
It is more important that this section describe that it shall
be possible to configure (separately) the values for both
Signalling and RTP media.

SIP Forum should not be making recommendations that 
contradict both IETF and common usage (which is what 
section 13 is doing right now).
