[Foip] Fax Related user Tag

Chris,  guess I was naive to think that because this suggestion was supported by
currnet standards that it could b e part of best-practices recommendation.
Simple...not quite.  Although I don't know why, there are those that say it
should not be that easy.

Perhaps someone can explain that to us.
