The references to SDPCapNeg and MediaCapNeg (had the name wrong in my
earlier email) were in contribution C320 to SG16, and were accepted
during the last SG16 meeting and incorporated in the consensus list and
draft circulated after that meeting (which was on 2009-10-26). That
draft was sent to this list and should be available in the archives.
