This document contains the ETSI TISPAN WG3 response to an ITU-T SG16 prior request on inter-operability aspects and considerations of equipment supporting ITU-T V.152, as well as inputs on ITU-T T.38. This document also provides SG16 comments to the two ETSI TISPAN WG3 Liaison Statements.
There will be another meeting cycle to consider the changes. Barring any substantive technical changes, the plan is to submit the updated V.152 draft for Consent at the June 2010 meeting.

This document proposes changes to ITU-T Recommendation T.38 as a means to improve interoperability between implementations and provide improved clarity and understanding among implementers of the recommendation. The proposed changes represent a year of analysis and discussion by the SIP Forum’s Fax over IP working group.
The changes proposed include additional session parameters to be declared or negotiated between the endpoints, and because the SIP Forum’s working group addresses only usage of ITU-T T.38 over SIP signalling, these changes affect Annex D and the SIP-related portions of Annex H only. However, since the equivalent rationale and motivations for these changes also apply to H.248.1 and H.245, and it is recommended that the changes should also be applied to Annexes E and G, and to the H.248.1 and H.245 sections of Annex H.
In addition, this document proposes that the currently Optional behaviour by Receiving Gateways of muting the voice channel during T.38 session negotiation be modified to Recommended, and in addition provides details on timing and specifics of the implementation that would likely result in the highest transaction success rates.

This new IETF Internet Draft (ID), entitled "Indicating Fax over IP Capability in the Session Initiation Protocol (SIP)-- draft-hanes-dispatch-fax-capability-02 -- defines and registers with IANA the new 'fax' media feature tag for use with SIP. Currently, fax calls are indistinguishable from voice at call setup. Consequently, fax calls can be routed to SIP user agents that are not fax capable. A 'fax' media feature tag implemented in conjunction with RFC 3841 allows for more accurate fax call routing.

This memo is published and submitted to the IETF for informational purposes to document the issues identified by the SIP Forum with respect to the transmission of facsimile signaling messages and fax page data over Internet Protocol (IP) networks. Further, it is the intent of this memo to alert the IETF to the formation of a Fax Over IP Task Group within the SIP Forum chartered to investigate and address identified issues as they relate to the deployment of fax services in Session Initiation Protocol (SIP) networks.

This document records the current status of the work concerning V.152 (V.VBD) at the conclusion of the November 2009 meeting of the ITU-T Study Group 16. Also contained are questions that will require resolving in the course of the development of this work.
